In APS, you can create groups and assign users to them. You can define permissions and assign them to users or groups. You can control access to documents by specifying number ranges and then restricting access to documents within these number ranges to certain user groups. This works for document templates as well, which the chief editor can also assign to specific user groups only. You can even control the access of users or groups down to a single document element by using your custom permissions.
